    Twin strike is (as has been shown multiple times) more likely to hit a monster unless you need an unmodified 19-21 to hit. So the ranger ability to hit at +2 is still less useful than it to make sure of finishing off a monster. _Maybe_ it'd make sense for the fighter in that particular case...

    I don't think there's ever been anything in the books saying that non-masterwork armour can't be enchanted up to +6, it's just that it's not really worth doing when you can get the masterwork version. I'd call it a fix rather than a kludge but I agree with you that it is one of the main drivers.
