As the other poster stated, and this map came from the paper copy of Atlas of Forgotten Realms (or whatever the name) from Karen Wynn Fonstad, who also did an atlas for Pern and (I think) Krynn. The Atlas is about 9 to 10 years old and hard to find if looking secondhand.

So the only way to get to the class earlier is by multiclassing into a class that has the skill required as a core skill and then put as many ranks into it as possible to reach the max.
