    Well, it seems to me, that it is simply application of "Take 10 instead of roll" as it was in with AC in DnD. In that case, you can simply substract 10, roll and count it as a bonus. Not so smooth play, but it might be more player-oriented.

    I wonder, whether the Scout class has 5 + Int (*5 on first level) skill points (would be in harmony with rank +5 on first) or 6 + Int (*4 on first level) skill points (as it was usual since now and is also mathematically possible on provided character example. But I vote for the first variant.
