See, that'd make sense to me that your 'to hit' trigger would trigger every single time that you actually.. well.. touch something with your Cyclone attack. EG: Every single time you roll your D20 and have a successful roll for it.

See, what I was thinking about doing was buying my Warden Power Cards, updating my powers every six months and re-laminating the fresher powers on the old cards so they'd still be of use, and be nice and stable, and durable instead of just.. laminated pieces of paper.

I'm assuming the reason the OP is asking this is because they've got a repeat infraction offender. If they're not that bad, and they're alerting the DM of their absences, then they're excused... and that's fine, but, repeat unexcused absences call for some pretty strict rules to be set up so...

If your DM says you arrive at -x- time and you're 30 minutes late when the group is in DEEP, I assure you, certain DMs would go to such an extreme... and if you're going to leave an 30 minutes to an hour before it's time to leave and your class is critical to the campaign, why would you even...

You arrive X minutes late.. You miss out on ANYTHING the group gets, from the xp to the gear to the perks.. that means drops, armor or gold or weapons given by NPCs. You leave X minutes early.. You forfeit half your xp, and all of the loot.

Touch is as close as possible. Close is farther than Touch, but Closer than Melee. Melee is closer than Ranged by a considerable amount. That help at all? :)

No the primary target is the one you're targeting.. with the power at first. If you rolled to hit that enemy, that is your primary target. If you roll to hit an empty space, then it becomes splash damage and therefore loses it's effect unless the implement says otherwise. Make sense?
