Ok all you d20 gurus, anyone know of a feat that lets you make an exclusive skill a class skill? Specifically I have a priest I want to take Use Magic Device with, so I'm looking for a feat or a domain that might allow it. Not a PrC or a cross class combination.

Yup, like Dingleberry said. For example while you can have a buckler and a weapon in the same hand, you can only get the benefit of one of them at a time. Note: Shield Expert Feat seems to make an exception to the above comment.

We had a big debate about if you could wear/use both, and the bandoleer got thrown into the mix too. Basically we limited it to one of the three, but reasonably you could wear two, one as a belt, one across the chest. We stuck to 1 because 2 potion belts was annoying me as DM.

We house ruled it takes up the same slot a potion belt would, and is a free action to draw the scroll from it. Works fine for us.

Is this really any different than bracers of armor but taking up a different spot? If it isn't, then make them function as bracers of armor taking up the vest slot, or another applicable one.
