    Actually, I'm afraid you're confusing two separate penalties: (1) -4 for shooting into melee, and another (2) -4 for shooting past cover. In 3.0 and variant 3.5 this part can cause striking the ally. This is very nicely laid out in the diagram on 3.0 PHB p. 123.

    Well, what your debating partner needs is a rule that says "And X% chance to hit your ally". Rules can be concise sometimes. Similarly, there fails to be any part that says "No chance to turn into a chocolate cookie", because that too is unneccessary verbiage.

    Neither. The rules as written are (3) No choice, a -4 penalty, no chance to hit an ally. From the SRD: That's the entire rule. If you read the boldface part, you'll see there's no choice involved, and likewise, no chance to hit the ally specified either.

    Good point, although in my experience "compendium" adventures tend to have significant edits or deletions from the original material. I remember getting a bit burned that way with the B1-9 and S1-4 compendiums. Might be the case here, or maybe not.

    SD: If that was the only concern, Unearthed Arcana also has a variant to switch clerics to a sorcerer-like spontaneous caster.

    Another way of looking at it is that the "Sorcerer" was the 3rd Ed. authors' attempt to insert a "spell-points" something into the core rules. You might consider allowing only Sorcerers in your campaign world, no Wizards.
