    I am also of the opinion that the hemispherical portion of WoF is too powerful. Until our group can come up with a solution, I, as a DM, have been significantly reducing XP awards when that version of the spell is used in battle. EL 2/3 to 1/2 depending on number of uses.     Think about the time intensive methods of conventional communication in the typical D&D world: Horse, ship, foot. Sending is extra ordinary in its expedience. However, IMHO, it should be a 4th level arcane spell (like the divine spell of the same name).

    Yes, that was a devastating spell in 1e....As noted, they've all ready diminished the spell for 3e, and I see absolutely no need to tinker with it. So the Cleric,Sorcereror Wizard has to expend a Dispel Magic - isn't that what Dispel Magic is for?

    This is how we do it- Identify still tells you the item's most basic function (including command/activation words), however we have incorporated a Spellcraft check to determine all of an item's powers. Spellcraft DC 15 + caster level to create. Ring of Warmth (DC22); Staff of Power (DC30)...
