Assuming you mean CT when typing duration in the sentence above : Then it's perfectly legal for a sorcerer to use a cantrip-heighten spell-improved counterspell combo to counter virtually anything ?

Then is you're there at the beginning of a 10 minutes casting, recognize the spell and successfully counter with a dispel or a higher-level-same-school-improved-counterspelling-one-action-CT-spell, you counter on the first round of the opponent's casting ?

Even six. Played yesterday evening an 8th level cleric with 2-handed weapon (spiked chain : she's Kossuth's), power attack, divine might and now extra smiting. All you need's divine power. And she doesn't even have more than Str 14 un-buffed ! Stand back everybody !

Then pick-up one of those nice rings of counterspell ! At such a bargain price you might even go for no-space/double cost.
