Doesn't the PHB catagorize weapons as "Simple Melee Weapons"/"Simple Ranged Weapons"/"Martial Melee Weapons" and "Martial Ranged Weapons"? I would rule anything showing up under "Melee Weapons" is fair game.

Just my two cents / comments on this. I'm fairly stringent with magic items but realistically speaking, especially at higher tiers, all the PCs get magic. I mean, it's easier to adjust for less magic than for more magic so I think the magic item budget per tier is probably the way to go...

My two cents is that I actually like the idea. It really simplifies the whole CR type of thing and distills it down to what a CR is basically trying to accomplish. There's less 'interpretation' as to the strength of the monster etc. and it would be easier to scale up to party size.

Is there any intention of making this available for VTTs (in particular Fantasy Grounds)? :)
