Why not just have the scribing of permanency scroll be the same as any other spell of the same level and then have the person who uses the scroll incur the XP cost. Seems fair enough to me.

According to my standard method of determining if something can be dispelled or not, Simulacrum cannot be. The Duration entry for Simulacrum says it's instantaneous. Therefore, there is nothing to dispel. You cast the spell, it makes the simulacrum, the spell ends, the simulacrum remains.

my experience i had the process fail part way through. i just backed up and started again and it went through fine on the second try. i will also take the oppurtunity to recommend the book to everyone, it's got lots of good stuff in it.
