Kickstarter creators still have obligations. Backers can ask for refunds if what they backed is not delivered. And if not refunded, they can, and honestly should, sue. It has happened in the past and backers have won hand down those situations.

Usually, at least illustrators, artists and editors are not paid in royalties, they were paid for a commission of work when the book was created and that's the end. Not 100% what's the case for writers in the RPG industry though.

That's a list of stock art websites (or public domain art), not of artists offering stock art. Most of them don't group art by artist either (which is kind of useful).
