Belt of Ironskin vs. Cloak of resistance

But it does. Let's say you want the ability to resist 5 all damage once a day. You can get in one of two ways: the Belt or the Cloak. You need to weigh the next best cloak you could have versus the next best belt you could have to make your decision.

    Interesting implement question

You can't have a frost pactblade... they're different weapons, and right now there's no way to combine two weapon properties.

    modified ring of flight

I'd compare whatever you've made to a flying carpet, as that's the only way to get sustained flight from an item in 4E.

    Why no Implement Proficiency?

I'm a fan of the wizard's Prismatic Rays for that reason: one role targets 3 defenses, as long as you don't roll too poorly (or too well!) you'll have an idea of the high versus the low defenses.

    Reviewing the Artificer

Keep in mind that he can recharge the items of others in the party. So it's not *his* best item, but *the party's* best item, if the artificer isn't too selfish.

Are ELADRIN attribute bonuses the MOST USELESS?

Also, from what we've seen so far, Eladrin's bonuses make them very good Swordmages. Int is the primary attribute, and Dex is needed for feat prerequisites. Arcane Reach & Heavy Blade Opportunity require 15 Dex at Paragon Tier; the difference between a 12 and a 14 Dex at character creation is...

    Dragon 365 - Artificer

Best artificer right now is probably a Warforged, since they have a racial paragon path for the Leader role. Any other race needs to take a multiclass feat to steal a paragon path from another class. Humans especially, as they only get their extra at-will power if they take all 4 multiclass...

    Dragon 365 - Artificer

I don't see an exploding d10 or two being all that significant at lower levels; crits don't come often and the chance of significant extra damage from explosions isn't really that high. Now, in the low epic levels, I can see a +4 Exploding Die Sword on a character with Heavy Blade Mastery doing...

Good early feats for Human Wizard?

Action Surge: the +3 every other battle is quite good if you use it for a Close Blast or Area Burst that hits lots of targets. Leather Armor Proficency, for some early game AC. (Retrain it out later, if you'd like). If you're thinking about picking up Skill Training, see if you qualify for any...

    Halfling Rogue Pregen Question.

All those powers use Dex instead of Str, so yeah, they're the same for ranged or melee.

Need WOTC Offical to deal with the half-elf pregen/Keep of Shadowfell before release.

I bet the third cantrip was omitted for the same reason the half-elf's power was left out: not enough space on the character sheet. Also; there have been enough tidbits released to make subsitutions w/o needing a DDI article. The DDXP characters; perhaps some of the basic multiclass feats, the...

New Warlord and Warlock encounter powers from minis preview

Only if the rogue didn't sneak attack on her turn. Sneak Attacks can be made at most once per round.

    Excerpt: Economies [merged]

Merchants (at least the honest ones) have reputations for being trustworthy. If a merchant has been in business for any length of time, his reputation will probably be his most valuable asset. Adventurers a) don't have a reputation as salesmen b) move around a lot, so they'd be hard to track...

    May previews

But, there's nothing stopping the Warlord from being a second-line fighter with a polearm so he can be in melee with the baddies while still not being right next to them, right?

    Keep on the Shadowfell preview

Well, we get to see a Rogue, at least. The only thing that's currently stopping us from playing a rogue is the lack of a Daily power; would you mind posting the one that the rogue gets?

    Excerpt: Multiclassing (merged)

I think the strongest multi-class options will be ones where you chose a paragon path for the class you have dabbled in via feats. The Rogue-Kensai people have mentioned seems a lot more exciting and thematic than a Rogue-Fighter, for instance.

Inferred from Excerpt: New Paragon Path: Cat Burglar

From todays Power Cards article, we can see an encounter power for an unknown-until-now paragon path: The Cat Burglar. Note that this hasn't been confirmed to be in the game, but it's still got a lot of juicy tidbits. Power: Cat Burglar's Gambit. It's a paragon path power, so a character can...

Level 23 Halfling Wizard-Roque, Battle Mage, Mythic Shadow

I'm guessing something like Feather Fall sounds about right for a level 2 wizard utility spell.

    Wait... This doesn't seem balanced

I don't think it's balanced; i think you might be breaking some ideas of 4E encounter design. It seems to be: throw one monster of appropriate level per pc, with minions counting for 1/4, elites counting for 2, and solos counting for 4. You're doing the equivalent of throwing one Level 5...

    Excerpt: Paragon paths (merged)

Actually, the best guess is they DO affect to hit rolls. Str versus AC, for example, would take this into account. Basically, this half-level bonus is the new BAB.
