    Low magic vs. magic as a plot device

    I personally like the old Warhammer Fantasy Roleplay's magic system. Magic is more rare, and it is all based on percents. You have to be high-level to cast magic that does anything major. This is all probably just my anti-high-magic prejudice, but I enjoy it.
