Its because the only thing that is reaching out is a small tentacle growing from the sorcerers forehead (or wherever). The tentacle isn't strong enough to do anything meaningful except to simply make contact which is good enough to deliver a touch spell. Makes sense to me!

This is how I read the spell too. However, I could see where someone might rule it the other way. Hopefully it is rewritten to be more clear in an eratta someday.

Spells with swift action casting times? That would probably be the reason why their duration is so short.

There wont be a 4e coming out in 2006. Too many 3.5 books are slated for release later this year still. Late in 2007? Its possible, but I hope not. 2008? I think its very likely we will see 4e sometime in 2008.
