Given that using the Wand of Accuracy Class Feature is a free action, can the bonus be applied after the roll? What is the "rule of thumb" when it comes to adding attack bonuses granted by powers insofar as when you can add them before or after the roll?

Ah. Thanks thats good news. I was adding the static bonuses when the secondary damage was expressed as a die, but not when the secondary damage was a static bonus. So I take it that static damage bonuses are also applied to Secondary Attacks when the corresponding damage involves a roll?

I cant seem to figure this out: Under close blast attacks it states that you make a seperate attack roll for each target, but only one damage roll. My question is, what if you score a critical hit with one of those attack rolls? How do critical hits work in this situation?
