The copy I downloaded, by way of Hirou, had (as his own post also suggests) a "Level2" file but no additional ones following that naming convention for higher levels.

I don't think this is ambiguous; it's definitely the second one. There's no reason for the "any"s to be there if they aren't quantifying the relevant amount of fighting or spellcasting.

Some people need to how things actually work out in play before they have any real idea who their character is. Having run it to completion, WotBS gives plenty of opportunities to form connections after the campaign starts.
