    Thunder Twin regional requirement (FRCS)

    well, look at that. You're entirely right. It still prevents dwarves from being 1st level thunder twin wizards, but I follow it now. I definitely agree with Gez, though, at least with some feats such as this and the genetic ones like Bloodline of Fire. Anyhow, thanks a lot.
