Your statement assumes that a divine beings cannot grant arcane power. This may certainly be the case in some campaigns, but I think the existence dispels that notion in the core campaign. I don't see any reason say, an Angel couldn't distribute that kind of power.

I think the real problem with Paragon multiclassing is not the Powers; they actually seem equivalent. The issue is the loss of PP features, particularly the action point use bonus. I think if something like this were added back in, the option would be about on par.

Just out of curiosity, what is it about the crossbow stats that prevents them from being reskinned as firearms?

If anything, the power seems kind of subpar to me, considering that a swordmage could very well have a 19-20 crit chance all the time from a feat by that level. If that's the case, why waste a precious power slot on that? I'd really need to see the power in the context of the rest of the class.
