    If they're making scrolls with higher than normal DCs, then they'll pay the commensurate cost -- higher caster level = higher save DC = higher expense. Sounds fine to me.

    Okay, here's one idea -- a mini-setting/backdrop that is specifically designed with the 4E rules in mind, in the same way that Eberron was designed for 3E. By this I mean a setting that has some kind of narrative rationale for 4E concepts like power sources, healing surges, encounter/daily powers.

    My guideline is that anything that directly and permanently changes a character's nature -- bodily or mentally -- really needs to be discussed with the player. Nothing is more annoying than having the GM mess with your character. That said, anything else is fair game.
