That's sort of the way I'm thinking it should be too. Originally, I thought it should be: 14/9/9/9/9/4 - monk/monk/bite/claw/claw/monk or 13/13/8/8/8/8/3 - monk/monk/monk/bite/claw/claw/monk but that just seems excessive. I think your way is probably correct.

None of those abilities were core in 2nd edition. If you're talking about non-core materials, then it's only fair to include the alternate specialist abilities from UA, which IMO are a lot more flavorful than "two extra non-weapon proficiencies at levels 17 and 20"

It's not "missing" so much as "deliberately not there." You'll notice that the SRD doesn't tell you how much XP you need to level, or the stats on a beholder. There's a lot in it, but it's not complete.
