In 3E, you could never deal less than 1 damage, even if the modifier would make it so. I don't know what the rule is in 4E, I haven't seen anything to the contrary.
Those powers have the 'Stance' keyword which, according to PHB pg55, means they last until the end of the encounter, for 5 minutes, or until you use another stance power.

Think about a character having three distinct actions: a minor action, a move action and a standard action.
Normally, a shift is a 1 square move which doesn't provoke an OA. It costs a move action.
Kobolds have the power to shift 1 square as a minor action. Whatever else...
As far as I can tell, nothing stops a warlock from picking a power from another pact. I suspect the powers that aren't augmented by the pact still list the pact in case any feats augment a specific set.
For example, if there's a feat such as 'Improved Star Pact' which gives you a +1 to attack...

I'm very impressed with the trolls. It looks like we have a regular troll and a war troll (I know that's been mentioned somewhere before), though I don't know what the centre one is.
I do wonder why the left troll's right arm is fainter. I expect it's because the art overlaps with some text.
Building on this idea, maybe the Least Dragonmark feat could grant an at-will power, then have that feat be a requirement for a 'Dragonmark Heir' paragon path.
Then, the 11th and 12th level powers of the path could represent the Lesser Dragonmark, and the 19th(?) level daily power could...
