I think that previously, because Spycraft used WP/VP, they had to go full d20 STL. Now that UA has released WP/VP as open content and the fact that Spycraft has become a brand in its own right (SG-1 is Powered by Spycraft) that it starts to make more sense to produce a full OGL version.
