    The wording says "...On a hit, the target suffers the attack's normal effects..." and then goes on to describe the additional effects. So whatever the weapon would do as a normal attack is what it would do for this part.

    I find this to be statement to be false in practice. I've seen plenty of games with optimized characters, where it all came down to the wire in combat, and none that I would call "trivial". Also the designers did a pretty good job of balancing out so uber-minmax isn't too far ahead of a "normal"...

    And furthermore the stats still get rolled on - they aren't absolutes by themselves. An 8 INT will still roll high and succeed sometimes. An 8 INT fighter will sometimes beat a 20 INT wizard at a check. That's what the rules are, and where they stop.

    You are right that there are no issues to resolve as far as personal playstyle preference goes. There is definitely an issue to resolve when that "preference" extends into judging others and disrupting the table for their preference - which I say has nothing to do with preference and everything...

    But really neither of these extremes has anything to do with the problems that show up. I've seen plenty of tables where both sides get along just fine, and everyone has fun.

    Along these lines, it seems like perception/stealth is also a good candidate for expertise. Feels very rangerish, and then you don't have to have the scout role be solely owned by rogue.

    Actually this is a replacement for colossus slayer, not hunter's mark. You would have this going along side hunter's mark.
