    No. He's saying the rules expect the DM is performing his own role, and letting the players perform theirs. Kinda like how the rules of 8 ball assume you're not taking your opponent's shots, or the rules of Euchre expect that you're not playing your partner's or opponents' hands, etc etc etc.
