    Why can't you do that now? Are you assuming WotC 5.5 only with no wiggle room? Because throwing self-imposed limits on what rules you're willing to use just makes getting what you want harder.

    Level Up has several statblock variations (see particularly the Monster Menagerie 2) that would allow the horde class fantasy.

    The Mage Hand Press Necromancer can have about as many active minions as the Diablo necromancer, particularly if you let its class feature minions stack with the spell-animated kind (which the class has as a sidebar option).

    Anything an NPC can do, a similar concept PC should also be able to do IMO. And vice versa.

    Clerics were great ways to fit the necromancer concept back in the day, and I would certainly count that as a necromancer. Beyond that, there was 2e's Complete Book of Necromancers, and a ton of 3pp for 3e that expanded what you could do. Same with 5e 3pp and D&D variants of that system.

    In principle that may be true, but in practice they may not be familiar with or enjoy rules-light systems. The DM is going to run the game she wants to run.

    D&D managed to get Necromancy working pretty well outside WotC, and/or in previous editions. Unless we have different definitions of "playable" of course. YMMV.

    It sounds to me like this GM just wants things harder on the PCs than the basic rules of the system you're using allow. All the changes you mentioned make things tougher in game. Would you say that's true?
