    Who cares? A cleric, wizard, etc. is still wasting his action by using a melee basic. The only practical effect is to improve OAs, and frankly, being not-terrible at OAs is worth a feat. It also instantly solves a major problem with the Charisma paladin.

    We used Water Walk to assault an enemy ship. It was epicly awesome. We had just enough time to throw it before the fight, and my dwarf paladin ran across to the other ship and hacked a hole in the side. :D

    Because his base damage die is lower than all other strikers. We are talking d4/d6 vs. d8/d10/d12 here. Considering that everyone spending two feats and using a frost weapon in order to get this is almost certainly suboptimal, if a group wants to do this for thematic reasons more power to them.

    Nope. Can't have your cake and eat it too, I'm afraid. However, I have a dirty little secret. If you take the "one-hand" style, you get that +1 to both hands. Then you just have to make sure you take Two-Blade Warrior at first level and voila. Then just take "tempest" type powers.

    It does stack (because both bonuses are unnamed) and it is overpowered. Mostly because of Marked Scourge. Fighters aren't always attacking someone they've already marked, but they often are, and so it amounts to a gigantic amount of extra damage handed to a class that already did plenty.
