There are no built-in iterative attacks, that sort of thing is included in different powers. We've already seen some powers that allow you to attack multiple creatures.

I believe it's been established that Lay On Hands can be used a number of times per day equal to the Paladin's Wis modifier. This particular paladin just happens to have a Wis mod of +1.

You certainly could do it this way in 3e, and I think that's the way a lot of people played. Which is probably why they're changing the 4e rules to be more like that. WotC has explicitly said that one of the design goals was to change the rules so they reflected how people actually play the game.
