Can I take a feat and skills the same level as a pre-req for a prestige class? Or does it have to be before?

If I take levels in Arcane Trickster, and go back to witch, do I keep adding to class level regarding spells per day? Or does it overlap and not stack. I am not sure if this question reads clearly.
