It does effect him, he's just not damaged by it. Resistance, even if it's more than the damage, is not an immunity. What if it was a poison effect with no damage? His resistance wouldn't even qualify to show up for the party.

The Beast is the conduit for your attacks. So, yes, you do give up your standard every time you want it to attack instead of yourself. Unless you have a specific power that says otherwise.

Are you reading the same thing I am? There's no "ability score requirement or Level requirement." These are just a for ease of use thing that they think can be used to provide an interest encounter of a particular flavor.
