It seems like a combination of bad math and possibly bad conversion of monsters as well.
My guess is that at one time undead or insubstantial creatures didn't have Con, and these monsters were made up during that period. Then the decision was made that everything should have Con, so it was put...
I imagine this whole thread to be a huge spoiler so I won't bother using spoiler tags much. Anyway, I've started working on converting this and decided to put up a thread for discussion and brainstorming. There is a difference in encounter philosophy between 4e and 3e which comes up quite often...
Page 57. Whenever you affect a creature with a power the creature knows what you've done to it and what conditions you have imposed.
Of course, that is the general rule, to be broken by individual powers. Otherwise illusion spells wouldn't work, for example.
The target of a power is always perfectly aware of what the power does and who used it. I would say that works both ways, so a wizard would always know if a spell missed or if the target has saved against it.

One long stretch always appealed more to me than running in and out of a cave over and over, stretching suspension of disbelief to the breaking point when the monsters don't come charging out after us to kill us in our sleep.
Perhaps you should make smaller dungeons with fewer encounters, if...
I just ponied up the €25 for a Full Community Supporter Account Subscription. There were no further instructions on the order page, so now what do I do? It doesn't seem to have kicked in yet.
It doesn't seem like it would be too powerful. I have to wonder though, what kind of super-party can handle six encounters without taking an extended rest? Don't they take any damage?
As weak as the power is, my guess is that it's balanced against the possibility of missing, just like every other power. I would therefore think that it's not a good idea to allow what you suggest.
