    For an aquatic race you might consider using some sort of version of the abilities of the sea spirit folk from Oriental Adventures. They have some interesting water/swimming related abilities. I think they would fit in perfect with your campaign.

    I like this versions abilitiy progression better then the previous version. I think requiring them to take all 10 levels in a row, or forcing them to lose access to future advancement in the prestige class is a great way to do things, keeps people from meta gaming the gain of abilities.

    Pertaining to monster lore, an easy way to make an knowledge list for it would be to use the ranger's preferred enemy chart, take those categories and use them as choices for Knowledge, and you would have a pretty good monster lore set of knowledges to choose from.
