    I'll point you at The New Argonauts, for while it doesn't present any PC races other than humans, it has an extensive "monsters" chapter, many of which are toned-down for use in a low-magic campaign and would be reasonable low-LA PC races (and with tweaking, +0 LA PC races).

    I'd just take a halfling mini you like, cut/file/drill off the existing weapons, get a piece of fine chain (say from a craft store), and glue it to the halflings's hands. If you want spikes, take little bits of wire, run them through the chain, and twist.

    Hmm, did I miss something? My PH 3.5 says druids are proficient in light and medium armor but still can't wear metal armor at all. So I don't know where you guys are getting this "chain shirt" and "mithral breastplate" stuff.

    Anger of Angels has a trio of templates for angels who are outcast, rebellious, and then fallen, and details what happens to their powers at each stage. You could easily apply the same templates to a fiend, reversing its powers and making it angelic.
