    Naruto - The campaign

Considering that "every major character is unique" is a large part of the anime style, I think you'd definitely want to go with a point-buy system. whether its BESM, Eclipse, or Mutants and Masterminds. A fair number of these sample characters - Notably Cadmel, Edward Elric, Matthew, and...

    Demi-human evolution

Given the amount of planar travel, the number of worlds and dimensions, and the amount of transformation magic available in many d20 campaigns, "most of them evolved in other worlds and a few were magically split off from other races" seems pretty likely. Any kind of evolutionary origin on one...

    Variant Ability Score Generation Method

Actually, the fewer the number of dice in use, the more likely the extremes of the system are. The more dice in use, the more the numbers tend to cluster around the average of the resulting bell curve. Single-die rolls are far more likely to result in characters with all-high or all-low...

    variant skill list (45+ -> 24)

Unfortunately for arguements of this form, the skill list and its divisions are wholly arbitrary. Shouldn't "swim" be divided into surface and immersed forms? I can easily think of a species that maneuvers well on the surface, but not underwater - or vice versa. Now we've got a subnote on...

The Votary, a studious cleric PrC.

Uhm - unless I'm missing something, it still gets full spellcasting progression, so it can and will cast the spells "which a cleric of an equivalent level could and would cast".

New class. Please help evaluate and balance it.

It's normally eighth - but it also requires 500 XP, paying the creature summoned for its services in advance, and the creature summoned is up to the GM. Not a spell that usually sees a lot of use in most settings.

    VoP and Monk

Well, if he wants power, this really doesn't look like the way to go. Of course, if he's going for role-playing power is pretty irrelevant unless the rest of the party needs it. If he just wants the power to be a part of him, rather than in his collection of items, he'd be better off using the...

    Dual Wand Weilder

There's a couple of ways to do it in Eclipse, as well as a selection of expansions on making spell storing items. I suspect that you'll soon find yourself in a cash crunch though.

    Bonus feat granting classes

There's a lot of third-party stuff of course, but if you want to stick with WOTC core books, why not try d20 modern? The classes are a little weaker overall, but it might be quite worthwhile.

WHY are elves so danged cool?

Pretty much every RPG character is a bit of wish-fulfillment or what-if-I-could daydream. They can all do things you can't. That's why "Papers-and-Paychecks" is a joke instead of something marketable. Plenty of people can be short, ugly, short-lived, fat, or dour, and most of them don't really...

    Eclipse?

Well, there are a selection of character samples (including a L1-20 level by level build), campaign worksheets from several different campaigns, and other materials for it Here and the shareware versions are linked in my Sig if anyone wants them. We've been having a lot of fun with it (starting...

    Concentration Question

I suppose you could always use Wisdom instead if the distraction happens to be the party clown whispering puns into your ear while you're trying to focus on something else - but I suspect that that's much less common in the game than it is around the table.

    Plain Wizard - Viable?

Especially if you do something besides combat. Fortunately for the Wizard, a few GP spent on acquiring some utility spell formula - or some cheap wands thereof - can add enormous versatility. You just have to try and get some idea of what you're going to be getting into today.

Can you stack magic weapon special abilities?

Well, its not RAW, but why not just allow it and throw in an extra +1 surcharge? If you want a sword wrapped in 1d6 flame, that's easy. If you want it wrapped in the fire of a blast furnace, the enchantment is a lot more complicated: you've got to protect the user and the blade from its own...

    100 Ceremonial Feats

I'll have to take a look and get back to you, but that may be a bit.

    Frightened combatant (PEACH)

Considering that the bonus here is triggered by external effects only, usually requires that you fail a save - and therefore may well become less useful as your abilities increase and will become less useful if you boost your saves somehow - and that Fear isn't usually one of the major attacks...

New class. Please help evaluate and balance it.

It seems reasonably well balanced at mid levels, weak at high levels (if only due to the very limited spell selection), and over-powered at low levels. I'd spread out the abilities over the earlier levels more - especially that first level package - and add a few more high-level ones...

    curing the sadistic game master?

Well, if its not fun, simply ignore him and start running yourself - or talk another friend into it. The entire point of any game is to have fun, if no one's having fun, it's a failure.

Would you buy FR novels if the game world didn't exist?

I've got a lot of the older, and some of the newer, Forgotten Realms game books - but not a single novel. I just don't read much game-setting fiction, I prefer not to hear "but that's not the way it was in novel XXIIV..."

    OMG: The Core Cleric

Well, the all-fighter type party didn't do well until they got an NPC healer, whom they proceeded to protect and enhance at all costs. The all-mage party didn't last long, and wouldn't have even if they hadn't mostly blown each other up. The all-thief party didn't do well even in stealth...
