Heavy Armour poses a penalty to your speed, just like some magic boots give you a bonus to your speed. The wording of slow says it reduces your speed to 2 and you can't increase it, it doesn't say your speed equals 2 now add all penalties and bonuses.

The character progression table says each class gets two at-will attack powers, eldritch blast and the pact power are both at-will attack powers. If you were a Human Warlock you would then get to choose a third at-will attack powers as per the Human Racial Feature/Bonus.

I'm quite sure that it intends for your speed to be set at 2, then you may move in anyway you wish afterwards, the increasing or decreasing speed is in relation to items or powers that increase speed, not movement options. A double move gives you double your speed in squares that you can move...

I have to agree with that interpretation, when you get a Paragon Path power it stays the same and can't be retrained, same with the extra multiclassing powers. As a point of fact you can't retrain your normal powers to higher level powers, they are just replaced as per the character progression...

Wrong on both accounts i think, the TWF path will allow him to use ambi scimitars (unless rangers don't get scimitar prof) 1d8 weapons and being small he can only use a short 1d8 vs a longbow 1d10, either way hes dropping from a 1d10 to a 1d8 compared to a medium sized creature.
