Question about being Slowed and Double Moving

Heavy Armour poses a penalty to your speed, just like some magic boots give you a bonus to your speed.
The wording of slow says it reduces your speed to 2 and you can't increase it, it doesn't say your speed equals 2 now add all penalties and bonuses.

So, if you're slowed and in heavy armor, your speed is 1 square, right?

Slowed reduces your Speed to 2 squares.

A move action allows you to move your Speed.

Thus, two move actions in one turn would allow you to move 4 squares, since you're making two separate move actions at a Speed of 2.

Mmm, I'd read it as "Due to heavy armor your speed is currently X-1. Now you've been slowed so that speed is now 2." Apply the heavy armor speed penalty FIRST (since it's always in effect while you're wearing the stuff), then the Slowed effect reduces your now-modified speed to 2.

I don't think double move is optional, it does say if you take the same move actions twice in a row you are taking a double move. That said I think its fairly clear that shifting and then moving shouldn't be longer than taking two walking actions ever, regardless of slowness. So though the "one speed" section is ambiguous, I would be inclined to rule in the double move meaning you move twice but you don't have to stop in the middle. So, four squares for a slowed guy.

The rules as written says don't apply bonus' but mentions nothing about penalties, so slowed heavy armour wearing people are down to 1 square.

But, I might over rule the ambiguousness of it and just leave the speed as 2, if for merely the fact that i'm going to forget to look at the monsters armour every time it gets slowed to work out whether its moving at 2 or 1.

My questions to Wiz Customer Support:

Does the "Slow" condition (Sleep etc) affect TOTAL movement for the turn or just the Speed.

a)Will Running while Slowed allow you to move 4 squares/move action?
b)Can you take 2 separate Move actions to move 4 squares while Slowed? (perhaps with a Minor action in between, so that its NOT a double move)
c)Does Heavy Armor reduce your movement while slowed to 1 square?

Answers:

1. You can't use the run action to increase your speed when you're slowed

2. Yes, you can take 2 separate move actions to move 4 squares.

3. Yes, you will stake a movement penalty from heavy armor when you're slowed.
