I believe that someone has ruled in his own game that something like a quarterstaff can count as both weapons for a two-weapon power. I don't see why a spiked chain (which is a retarded weapon, by the way) couldn't also apply. It's a superior weapon, so you'd have to spend a feat to get it...

The rogue can only move back and forth stealthily gaining CA if the region he's moving about in provides cover or concealment. And that's only going to happen if the DM puts down a tile with that stuff on it.

I'd say if it's an occlusion that blocks movement, you can count it as a wall. I say occlusion to differentiate it from pits, rivers, and foes.
