    That also true for the magic mechanics. The description of fireball says you cast fireball. It doesn’t say that you cast fireball unless you are in an anti-magic zone, or you are counterspelled. You are applying a different standard to spells than to background features.

    I would go further. In the 2024 PHB, I think it’s OK that the write-ups don’t go into detail about the races. That is better suited to the setting books. That way, Eberron halflings can be different from Dark Sun halflings can be different from Greyhawk halflings.
