    Extra damage is always in addition to normal damage. So if an attack does not normally deal damage, it does not benefit from effects that provide additional damage, like criticals with magical weapons. However, I cannot recall the source of this rule.

    Seeking Magic Item that ignores cover

    Bending Bullets (ammo) let you effectively shoot targets that you don't have line of effect to, or avoid superior cover. Phasing Arrows are higher level ammo that, obviously, shoot through stuff. But yeah, most of the appropriate stuff seems to be weapons.
