Pretty sure the Razorclaw specifies DEX for the attack & damage boost on the bonus melee attack. And the Hex spell is your friend when you want to increase damage on said bonus attack.

Not in Adventurers League. A standard array or point-buy paladin is just too dependent on having a high score in multiple stats to take feats and have the needed STR.
