    Insubstantial's effects

Bear in mind insubstantial critters seem to have lower hp totals than other monsters of their role and level. The Phantom Warrior, for example, has 40 hp, while other level 4 soldiers have between 55 and 60. The Trap Haunt has 52, while the doppelganger assassin has 69. Dropping your solo's hp...

    New stealth stuff from WotC

Personally, I like letting Deft Strike work too--I'd just make that a special exception for the power though: "Special: If you are hidden when you use this power, you remain hidden until after the attack, even if moving would cause you to lose cover or concealment." Personally, I'm okay with...

    New stealth stuff from WotC

What if it wasn't your movement that causes you to lose cover. What if a bad guy takes a move action and steps around the corner, then moves another five squares. Does he not see you crouching behind the wall, even though you're in plain sight, until he finishes moving? The only way it makes...

    New stealth stuff from WotC

Sorry, what? There are no rogue powers that require you to have combat advantage, and quite a few that give you combat advantage. That's how every class works, so I don't really see how that's a problem. You can move around, you just don't have a skill that lets you completely ignore the...

    New stealth stuff from WotC

It says if you "take an action" that causes you to become unhidden, you remain hidden until the action resolves. "No longer have cover/concealment" is not an action, it's just something that happens, so you don't get the benefit of "remaining hidden till the action is resolved." Even if you...

    Push, Pull, Slide and cliffs....

Correct. Although as long as you don't require an Athletics check to climb up or anything more than a move action (the equivalent of "stand up"), I see no reason not to describe it as dangling over the edge if that works for you.

    Swordmage Implement with Wizard powers?

We haven't seen the swordmage multiclass feat yet, but operating on the assumption that, like all of the other implement-using classes' multiclassing feats it allows you to use weapons as implements for swordmage powers, you could start as a wizard for Arcane Implement Mastery, multiclass into...

    Swordmage Implement with Wizard powers?

No it wouldn't. The Implement use class features all clearly and specifically say "A [CLASS X] wielding a [IMPLEMENT TYPE Y] can add its enhancement bonus to the attack rolls and the damage rolls of [CLASS X] powers, as well as [CLASS X] paragon path powers, that have the implement keyword."...

    Firing into Melee

Small correction. The playing field has not been leveled, it's been moved three steps to the left. What differentiates a mediocre shot from an amazing shot is "how much of a penalty can you avoid when shooting into a fight?" but rather "what awesome stuff can you do with a ranged weapon?" A...

Twin Strike and Weapon Enhancement Damage

Yes. The only thing not added to Twin Strike is the ability bonus.

D&D 5E (2014) "Until the end of your next turn"

Actually, I think the way to do what Sysuro wants is to rewrite the Immobilized condition to say "you cannot take any move actions except for powers with the Teleportation keyword. You cannot move from your space, although you can teleport or be moved by a push, pull, or slide."

    Does concealment and cover stack?

Yes. Cover and concealment stack. They incur penalties, and penalties always stack.

Stealth: There are two levels of "hidden", not one

No, but you'll only be hidden from the ones you have cover/concealment from, obviously. This is where you're getting too complex. There is no such thing as "gaining TWYCS," or as losing it. An enemy you are hidden from cannot see you and thus is always "targeting what he cannot see." The fact...

Stealth: There are two levels of "hidden", not one

You're entirely correct, and I'm not disputing that this is how it would work. I'm just saying that trying to codify it into two "levels" of Stealth and assigning requirements and rules to each one is about ten times more complex than stealth needs to be. If you're hidden from someone, that...

    the flying wizard mobile

    1. You can sit on tensures floating disc, which itself can move your personal speed "telekineticly". This is pretty easy to establish, get an ally to sit on something allready piled onto the disc such as a chair. Sure, you can do this. Nope, sorry. Tenser's Floating Disk moves at your base...

    "Can't finish its action..."

You're mistaken. Reactions can only interrupt movement, because movement is effectively resolved on a square-by-square basis, so a reaction can occur after any particular square of movement that could trigger it. Interrupts interrupt whatever action triggered them. That's why they're interrupts.

    Question regarding feat/power Sehanine's Reversal

 Why...yes. Yes I believe you could. It wouldn't be dropped to 0 hit points, I don't think, just inflicted with the "dying" condition. Even if you ruled it was dropped to 0, in the interest of fairness I'd have to say it gets to save like a PC. Yes.

Do foes and PCs understand consequences?

As stated on p. 57 of the PHB, creatures automatically know the effects of any power used on them.
