I disagree... Empower does not equal Enhance... Empower uses a % based mechanic, it does not add additional dice as Enhance does... Thus it drives the min/max damage up more... Also you can take Enhance more than once to increase the cap even further... I think that if you work the numbers...

Spell looks good, although I would also add it to the assassin's spell list... A level increase *might* be in order, but you would have to see it in playtest first to really be sure... so I would run with 2nd level until it is proven overpowered as a 2nd level spell...

Physically, I am kinda thinking of her as looking kinda like Shiva from Final Fantasy X... just with more exotic/elven features... I like your ideas here, I am thinking that she was the daughter of Corelleon (or the Shark-World equivalent), and that he used a portion of his power to shield her...
