I would love this. These two things don't go together and if that's what the party is then embrace it. Forming a Kingdom is hard under the best of circumstances but from social pariahs it is nearly impossible. I think that would be fun to run.

Which is one more then I wanted to see. It means that the cap is no longer absolute once we see one exception it is easier for game designers to decide to bring in more.

I don't have the PHB but it does seem that the 20 attribute limit is not as much of a rule as I was hoping it was. That disappoints me. I am pleased with the amount of fun sounding options.

How the Mighty Are Fallen is a FR adventure that does have the creature in it.

Splat books are pretty much the business model for a successful RPG product line these days. There are plenty of options in the PHB but there are also a number of character concepts I've seen in the past few years that cannot be created yet.

That might be the first character concept that would be required to use a computer and dice roller at the table. I might also have that game use minis and force the players to provide minis for their own character and any creatures they will be using. :D

Those were problems because DMs did not enforce the rules. DMs handing out the wrong kind of magical items is a DM issue not a rules issue. But the most important thing to remember about 1e and earlier is it was never said to be a balanced system. They made stuff up that sounded fun I'm not...

In the "game days of old" this kind of thing really didn't happen. Sure Unearthed Arcana in 85 added some power to the classes but it was nothing the DM could not handle.

Thank goodness combat is just one part of the game. Can anyone judge the class on the game as a whole and not just a specific aspect of it?

Unless the book specifically says "All small creatures are this mechanically verse all medium creatures are this" then we really can't say. Breaking the game is more about the DM then the game. Some DMs no matter what rules exploits you use will be able to handle it with no problem. Other DMs crack even when the players are playing very average characters.
