Know what the campaign is about. Now "the campaign is set near a bunch of portals" sounds like it's what the campaign's about but it really doesn't help you as much as say, this drawing:

What are you looknig for? A swarm? Something that latches onto a PC? It's not clear what you want out of the stirge that you're looking for a CR9 equiv of.
