    No, I think he's trying to say that publishers shouldn't look at it as 136 x $28 = $3,808 out of their pockets. While the analogy is imperfect, because a library is legal, I don't think the Encyclopedia Brittanica thinks that the 50 people who use a $20 volume of the Encyclopedia in the library...

    I hope this isn't too political, but here goes. I will speak only for US law, since that is where I live and that is the law I am familiar with. Obviously, different regions of the world have slightly different laws... Copyright is just that - the right to control the creation of "copies"...
