    Have lots of combats where it is just your NPCs fighting each other while the PCs watch, or better yet have it in a location where the PCs can't watch so you can just play out the battle by yourself without the bother of narrating it.

    I agree the answer is "no, it is not safe to assume that", but different substances do ignite at different temperatures. True, most stuff will not ignite at 200 degrees F, but some substances, e.g. phosphorus, will.
