    This is incorrect. Ongoing damage doesn't get extra damage from things like feats or magic items because they only apply to damage rolls, and/or on attacks/hits however vulnerability applies any time you take damage, which includes ongoing damage.

    Really? From what I've seen fighting large amounts of weaker monsters is a lot more dangerous than Fighting the same xp worth of higher level monsters, simply because even if attack bonus goes up quite quickly, damage goes up relatively slowly.

    It means the Warlock does even less damage, and possibly the Wizard too. The ranger, Rogue and Fighter are not affected. Bolstering Blood only works with Wizard Encounter powers.
