Both the rod of absorption and the Ioun stone have their ups and downs. You have to be holding the rod, and it costs 10k more, but the Ioun stone takes a readied action... I think I'll have to check out MoF.

One of my DMs has percentile based random encounter charts organized by level blocks. When we travel somewhere, we can usually expect 1-2 random encounters during the day, and 1 at night. It certainly keeps us on our toes...

1. Would Divine Power and Bull's strength stack if I already had 18 strength before casting divine power? 2. How can I protect myself from targetted dispels?

Does the +4 to caster level apply before or after the doubling from extending a spell? For example, if I was a 5th level cleric, and prepared an extended bull's strength, then cast it with the necklace, would it last 14 hours or 18?

In the games I play in, the players DO need at least at least 1 DMG between them so they can make informed decisions about which magic items to buy.

Knowing how many charges you have left is actually quite simple. First you empty the staff of all it's remaing charges, then you charge it back up with your own spells. Now you know exactly how many charges there are.
