Per the rules, you can't do it. I'm not sure what the balance implications would be of allowing it more generally. I guess, as long as it took another standard action to "release" the spell later on, then it might be pretty much okay.

My Magus is routinely rocking 20+ ACs at level 1 (16 Dex, Chain Shirt, Shield spell). With his "Spend a point to rememorize a spell," he should be able to cast Shield in every major combat.

Unless it specifies, the bonuses apply to all your caster levels; just like, say, the Ioun stone that does the +1 to CL thing.
