    It might be more interesting if the effect were progressive in both ways. An Gaze attack inflicts Slowed, Save Ends. If they are already Slowed, the effect becomes Immobilized, Saved Ends with Aftereffect(Slowed, Save Ends). If they're already Immobilized, the effect becomes Petrified.
