Your maths is off :) +6 base save vs DC 19 = 13 or better to survive = 40% survival, increasing to 50% with a +2 bonus. And poor-FORT characters are in real trouble (+2 base save = 20% survival rate, increasing to 30% if they have a +2 bonus). That makes your analysis look a little flawed :)
